Thermaltake Toughpower QFan 650w review (http://enthusiast.hardocp.com/article.html?art=MTQ3MSwzLCxoZW50aHVzaWFzdA==)
Decent for a PSU, but in typical Thermaltake fashion they claim it to be quieter than it probably is, and of course charge extra for it.

That fan isn't made by Thermaltake themself, right ? Just go by the OEM pdf data, should sort TT B$ quite easily.

Read the article:
Additionally, from the label it appears the QFan is a Cooljag Everflow model R121225BL though this points to a 120mm fan not a 140mm fan while this is clearly a 140mm fan.

Yeah, too lazy to read the first time -since i've read so many PSH based unit review, it's kinda make me numb to them. But upon reading it, i find it quite interesting, especially in two things.
First, your review seems indicating that the unit doesn't have any problem whatsoever in outputting its max rated amperage on the 12v rail. That's rather surprising to me, since jonny hasn't been able to do the same in his Toughpower 750w review backthen. It's rather puzzling to me, since Toughpower 750w is using the same PSH-750w platform with many others, why it didn't manage to deliver its rated amperage on the 12v rail out of jonny's review, while other units like Corsair TX 750w or IIRC 2TheMax or Chieftec 750w are having no troubles with that -in others reviews that also utilizing ATE. I've been suspecting that Thermaltake has decided to use a rather underspecced PSH units for their products, but it seems your review has rebuked that thought of mine.
Second, wow, Thermaltake units are pretty expensive in USA ? We can buy a Toughpower 850w unit for a rather reasonable 165 US$ here in Indonesia, and supposedly 2 yrs of local warranty.

Depends on when and where you get it. If you get one at full price, especially a new model, then it can be quite expensive. If you get it on sale, though, you can get a good deal. I got my Toughpower 750W Modular for $100 after rebate. :D

Oh, i see, thx for the info. We RARELY have any sale here, and NO REBATE -unless the distro went out of bussiness in the first place, and unless the old stocks with old price have gone from the shelf, even official price cut will have to wait its turn, and the consumers got screwed in the process.
