IN the second pic you can see in the bottom right it reads PG in ms... what is that?

It's power good signal (PWR_OK). In docs (http://www.formfactors.org/developer%5Cspecs%5CATX12V_PSDG_2_2_public_br2.pdf ) it should be between 100 ms and 500 ms.
