I hope not. The stock cooler on my X1900GT is pretty to look at, but my idle temps, according to ATI Tray Tools, is 50C.
I've been thinking about a VF900 or the AC Accelero, there's also a VGA cooling system from Sytrin that performs well, but is rather Rube Goldberg-like in it's complexity.

while looking for the Cool Viva, I found some Thermaltake branded VGA coolers at Xoxide that look very similar...ok, sort of similar, but since TT has never had an original idea...
TT TMG AT2 (http://www.xoxide.com/thermaltake-tmg-at2-cooler.html) there's a smaller AT1 version, both for ATI cards. There's also two for nvidia series gpu's.
ok, maybe not...the small TTs are clearly based on ACs, but the larger ones aren't anything like the CoolViva.
